A software tool was developed to scan and evaluate TV White Space (TVWS) spectrum availability and usability across any geographic area in the world, addressing the need to identify channels that can be safely used by secondary devices without interfering with primary television broadcast systems. The tool applies widely used terrain-based radio propagation models, supports importing elevation terrain profiles at custom spatial resolution and accuracy, and allows adjustment of system and regulatory parameters. Beyond spectrum scanning, it includes an RF planning and optimization capability, evaluating key communication metrics, received signal strength, pathloss, signal-to-noise ratio, data rate, fade margin, and line-of-sight availability between base stations and user devices, along with a ray-tracing-based optimization technique to determine the best antenna orientation for both ends of the link. The tool is openly available as open-source software.
